Committees

 

EXECUTIVE COMMITTEE

Barbara Ladner, Chair

      Members: Membership of this committee shall consist of the LWIB Chair, Vice-Chair, and the Chair of each standing committee, and each of the One-Stop Center Operator Partners if they are not a Chair of a standing committee.

      Duties: The Local Workforce Investment Board (LWIB) for McHenry County Executive Committee shall be responsible for:

    • Assisting the Chair in planning and guiding the activities of the LWIB
    • Meeting in matters of emergency when time or other matters make it impractical for the full LWIB to meet
    • Reporting any action taken by the executive committee to the next meeting of the LWIB
    • Reviewing/updating LWIB bylaws
  • Actions of the Executive Committee have the same legal status of the full LWIB and do not need ratification of the LWIB
    •  

LEGISLATIVE COMMITTEE
Lyn Orphal, Chair

Members: Membership on this committee will be open to any member in good standing of the LWIB. A member of the LWIB representing the County Board Chairman will chair this committee.

Duties: The Local Workforce Investment Board (LWIB) for McHenry County Legislative Committee shall be responsible for:

  • Working with and meeting with legislators on the federal, state and local level to promote WIA and the one-stop system
  • Working with the local Workforce Investment Board and Job Training staff to take action to avert any attempted funding cuts, reductions, or rescissions in the workforce investment program (this may come in the form of letter writing, e-mailing, faxing, or making phone calls)
  • This committee will also assist the LWIB in being proactive by increasing the awareness of federal, state, and local legislators relating to the mission and vision of the LWIB

PLAN DEVELOPMENT COMMITTEE
Julie Courtney, Chair

Members: Membership of this committee shall consist of the director of the McHenry County Workforce Network department (Workforce Investment Act) Title 1 program, other partner members and LWIB members interested in the planning operation of the LWIB system.

Duties: The Local Workforce Investment Board (LWIB) for McHenry County Plan & Development Committee shall be responsible for:

  • Developing WIA the five-year plan
  • Submitting the five-year plan to both the full LWIB and the Department of Commerce and Economic Opportunity (DCEO) in a timely fashion
  • Analyzing labor market information/conditions
  • Analyzing needs of the population
  • Analyzing service strategies
  • Modifying subsequent changes to the five-year plan

PROGRAM OPERATIONS & PERFORMANCE STANDARDS COMMITTEE
Derik Morefield, Chair

Members: Membership on this committee shall be open to any member in good standing of the LWIB

Duties: The Local Workforce Investment Board (LWIB) for McHenry County Program Operations/Performance Standards Committee shall be responsible for:

  • Setting operational policies, procedures, and definitions for Supportive services, voucher system (Individual Training Accounts [ITAs], core services, intensive services, and training services for adults and dislocated workers
  • Reviewing and making recommendations for any contractual services
  • Establishing the criteria for selection of providers
  • Recommending the use of service providers
  • Reviewing the performance of service providers
  • Making recommendations for subsequent use of service providers
  • Overseeing and monitoring the overall status of the workforce area including expenditures and program results

 

YOUTH COUNCIL
Joel Green, Chair

Members: Membership on this committee will be comprised of individuals that are required by the Workforce Investment Act and have an interest in youth program activities. The chairman of the Youth Council will be a member of the LWIB. Not all Youth Council members must be members of the LWIB. The Youth Council will be approved by the LWIB.

Duties: The Youth Council for McHenry County shall be responsible for:

  • Developing the parts of the five-year plan that deal with youth programs
  • Recommending and selecting eligible providers for the youth program for final approval by the LWIB
  • Conducting oversight and monitoring functions with respect to youth providers and youth activities
  • Coordinating youth activities (use of youth funds) as authorized under Section 129 of WIA
  • Other duties determined to be appropriate by the chair of the LWIB
  • Assisting in the identification of skills needed for obtaining employment, job retention, and advancement
  • Identifying issues and challenges relating to current youth programs/activities
